Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

I created ticket #4 to track this one specifically. (Partially just to explore ticket creation, etc...)
upgraded the public testnet. there are some foolscap issues there, but I think I've patched them well enough to hold until the next foolscap release
