The default "tahoe:" alias is defined in BASEDIR/private/aliases, but we've continued to read the old private/root_dir.cap file for backwards compatibility.

Let's deprecate this (issuing a warning for a release or two if it's present) and then eventually get rid of it.

There are a bunch of other files in BASEDIR that should be deprecated too.. if anyone feels strongly about them, feel free to turn this ticket into a general "deprecate these 12 files" ticket.

It would have made sense to do this at the same time as getting rid of the other old configuration files in #1385, but it's too late for 1.9. Oh well.
