Random-access download necessarily leaks information about which parts of a file are significant to a client. I don't think we can fix this, but document it as a known privacy issue.

Actually, since we currently obtain the whole file from the storage servers (for both mutable and immutable files -- see source:docs/performance.txt), I don't think we do have this information leak at the moment. This might change if we optimize random-access downloads further (#798).
