stdeb: use stdeb on tahoe itself #423

Once stdeb is good enough to produce .deb's from Tahoe source tree then use that instead of the current make deb-* targets in the makefile.

Note that stdeb now has a branch with my "auto-find dependencies" feature in it:

It seems unlikely that stdeb would be able to automatically reproduce some of the necessary hacks in the official Debian tahoe-lafs packages.
