It ended up being disabled as part of the Tor fixes.

I tried switching i2pd to just normal mode; this is bad for integration tests since it talks to the external world, but seemed a reasonable experiment.

Tests still don't pass with --force-foolscap to ensure no HTTP storage API was used.
