Update twisted for type checker #3973

Currently, when type checking, we use an old version of twisted since typechecks job is broken on CI for master@HEAD. Fix integration with & update to latest twisted.

From tox.ini line 143:

Twisted 21.2.0 introduces some type hints which we are not yet

compatible with.
