The environment bootstrap step specifies a very narrow version requirement for curl which apparently can no longer be satisfied.

Loosen the version requirement so it works again.

Or not... This was fixed in master already but https://github.com/tahoe-lafs/tahoe-lafs/pull/512 was originally based on an older version lacking the fix.
