using two copies of the same node directory fails badly #2336

I recently copied my ~/.tahoe to a second computer and run tahoe from both computers simulatenously. This causes all connections to storage servers to reconnect endlessly, because one computer connecting to a server causes the other to be disconnected and there does not appear to be any connection backoff when connections are successful but very short lived.

I made a number of uploads in this state, which unsurprisingly ended up being very far from well balanced. I eventually noticed when I starting getting errors about being unable to attain servers of happiness.
