This ticket is to investigate options for mitigating setuptools/zetuptoolz' security and reliability problems that are feasible in the short term, without switching to a new packaging system. (These may include changes to zetuptoolz, but we want to avoid that being an unbounded sink of development time.)

We no longer use zetuptoolz, so this ticket is no longer relevant. See #2055 (also #2077 and #2255) for setuptools/peep -based attempts at improving the security of the tahoe build/packaging process.
