relnotes.txt, docs/quickstart.html: prepare for 1.7.1 release. Don't claim to work on Cygwin (this might work but is untested). Also update release version and date in docs/known_issues.txt.

Supported builders are currently green (apart from packaging the Mac app bundle/dmg, which hasn't worked for a while).

reviewed doc patch and it looks good except how about change

v1.7.1 is a minor release with some small bugfixes and code
clean-ups. See the NEWS file [2] for details.

If you want I'll make that change and commit the patch from here.

Okay! I've done all my release chores (see below). Thanks a lot to David-Sarah for helping out with the release chores!

[x] 1 update doc files: relnotes.txt, CREDITS, docs/known_issues.txt, NEWS. Add release name and date to top-most item in NEWS.
[x] 2 change docs/quickstart.html to point to just the current allmydata-tahoe-X.Y.Z.zip source code file, or else to point to a directory which contains only allmydata-tahoe-X.Y.Z.* source code files
[x] 3 darcs pull
[x] 4 make tag
[x] 5 make sure buildbot is green
[x] 6 make sure other people aren't committing at that moment
[x] 7 push tag along with some other patch to trigger buildslaves
