Expected exceptions should not include tracebacks #1048

If an exception is due to a condition understood as part of the functioning of the software (for example, servers on the grid being full or unavailable and so an upload fails), then a traceback should not be reported to the client, only a well-written error message.

The particular case at hand is allmydata.interfaces.UploadUnhappinessError in response to a HTTP PUT.

This is a relative of #1047, and might be fixed as part of the same code change.
