This would provide a CLI interface to the webapi functionality described in #1029.

A possible syntax is tahoe archive <format> <cap_or_path> <local_archive_name>.

It might also be useful to provide the inverse operation, to upload a local subtree as an archive. This would just be for convenience, though -- the same effect can be achieved just as efficiently by piping the output of an archiver to tahoe put.
